World Cup Germany 2006 Regulations

Noteworthy is the absence of the golden goal from the regulations for 2006 FIFA World Cup Germany, enacted by the Disciplinary Committee and the Appeals Committee of the sports body: if the match ends in a tie, 30 minute-overtime will be played. If the score is level after the additional time, penalty kicks will be taken to determine the winner.

Starting and Resuming Game

- A coin toss will determine which team will decide the direction of attack over the first half of the match
- The other team will execute a kick-off to start the match
- The kick-off to start the second half will be executed by the team winning the coin toss
- In the second half, teams will change from half of the field and attack in the opposite direction

Kick-off

Kick-off is a way of starting or resuming the game:

- To resume the game after a goal has been scored
- To start the second half of the match
- To start each overtime, as the case may be
- A goal may be scored directly from a kick-off

Ball out of Play

Ball will be out of play when:

- it has gone beyond the side or goal lines, either on the ground or by air. The game will be stopped by the referee

Ball in Play

The ball will be in play at all times, even when:

- it bounces against the posts, horizontal bar or corner bar and remains in the field; or it rebounces against the referee or assistant referee located inside the field

Off-Side

A player will be off side if:

- he is nearer to the opponents’ goal line than the ball and the next to last opponent

A player will not be in off-side position if:

- he is in his own half of the field
- he is level with the next to last opponent, or
- he is level with the two last opponents

A player will be penalized for being in an off-side position only if, at the moment the ball touches or is played by a teammate, he is, in the opinion of the referee, involved in the play by:

- interfering with play, or
- interfering with an opponent, or
- gaining an advantage for being in that position

A player will not be declared off-side if the ball is received directly from:

- a goal kick; or
- a throw-in; or
- a corner kick

For any off-side situation, an indirect free kick will be awarded by the referee to the opposing team from the place where the infringment occurred.

Goal Scored

A score occurs if the ball passes completely over the goal line between the posts and under the horizontal bar, provided the scoring team had not previously infringed the Rules of the Game.

Overtime

If the regular match ends in a tie, overtime will be played consisting of two 15 minute- extra periods, with a 5 minute- rest at the end of the 90 minute- play but not between the two overtime portions.

Kicks from the Penalty Mark

- A penalty kick will be awarded against the team committing one of the ten fouls involving a direct free kick in their own penalty area while the ball is in play
- A goal may be scored directly from a penalty kick
- Time is extended for a penalty kick taken at the end of halves or of overtime

Substitution Procedure

Following conditions will be observed for substitutions:

- The referee will be informed before carrying out the proposed substitution
- The substituting player will be sent in the field only after the player to be substituted has left the field and the substituting player has received a sign by the referee
- The substituting player will come in the field only by the midfield and while the game is stopped.
- A substitution is made when the substituting player comes into the field
- From then on, he will become the player and the substituted individual is no longer a player
- A substituted player may no longer be involved in the match
- All substituting players are subjected to the authority and venue of the referee, whether or not they are called to take part in the game

Referees

- Each match will be controlled by a referee who will have full authority to execute the Rules of the Game in the match assigned to him.
- In 2006 World Cup Germany, any decisions taken by the FIFA Referee Committee are final and may not be subject to appeals

The Match Ball

Properties and Sizes

- Match ball will be round
- It will be of leather or other appropriate material
- Its circumference will not be over 70 cm or less than 68 cm
- Its maximum weight will be 450 g and its minimum weight will be 410 g at the start of the match
- Its pressure will be equal to 0.6 – 1.1 atm (600 - 1100 g/cm²) at sea level
