The construction of the Niedersachsenstadion was completed in 1954 and it has been the headquarters of the Hanover 96 since 1959. The national teams of Brazil and Netherlands played here during the 1974 FIFA World Cup.

An advertisement by Hanover sporting committee in January 2001called for investment proposals for a new and functional soccer stadium. Four quotations were put forward for consideration (two involved remodeling and two involved new constructions.

On November 5, 2001, Hanover administrative committee decided to rebuild the Niedersachsenstadion, which building dated back to 1954.
Finally, the design for reconstruction was chosen by Hanover City Hall during the meeting held on December 13, 2001.
